A two-tiered bargaining process is used in Publicly-funded education in Ontario.
- Central - “Central Table” items such as salary, need to be negotiated provincially, as the provincial government dictates the amount of money that is spent on education. Central bargaining also deals with province-wide issues e.g. compensation, class sizes.
- Local – “Local Table” issues that are non-monetary, such as internal policies, management rights, contracting out, etc. can vary from Board to Board and are therefore negotiated locally.
Each union central body negotiates with the province. Local units bargain with each individual school board. Different aspects of a collective agreement are negotiated at each level.
